What's the origin of I Am the Senate?

The phrase has been heard in Star Wars Episode III: Revenge of the Sith, which premiered on May 12th, 2005.

It is uttered by Chancellor Palpatine (played by Ian McDiarmid) when Mace Windu (portrayed by Samuel L. Jackson) attempts to arrest him.

When Windu tells Palpatine that “the senate will decide your fate” the chancellor replies “I am the senate”.

The quote is arguably a reference to the popular phrase cedited to King Louis XIV; “I am the state”.
